The problem is that GHC on your platform does not support interpreting code, which is required for Annotations and Template Toolkit. Debian managed to build git-annex on these architectures, but it also seems that there distributive is not a build-dependency of git-annex (https://buildd.debian.org/status/fetch.php?pkg=git- annex&arch=armel&ver=4.20130911&stamp=1378958349).
