It's right that `raiseIO#` returns bottom after being applied to ''two'' arguments, as: {{{#!hs raiseIO# :: a -> State# RealWorld -> (# State# RealWorld, b #) }}} But the function in the example is strict in `y` only after being applied to a third argument, i.e., executed.
