Can someone re-state what the ''specification'' is? And do so without reference to the preceding 24 comments. Just a free-standing description of the problem we are trying to solve. I can't begin to think about an implementation until I'm clear about specification. Also, can you do that in the light of the (recently-published) [http://research.microsoft.com/en-us/um/people/simonpj/papers/haskell- dynamic/ A reflection on types]? It describes the story about type representation that I hope to get into HEAD once 8.0 is out of the way.
