 Make binds in do-blocks strict when -XStrict (#11193)

 Previously bindings in `do` blocks were omitted. With `-XStrict`
 ```lang=hs
 do content <- action
    other_things
 ```
 should be equivalent to
 ```lang=hs
 do !content <- action
    other_things
 ```

 Fixes #11193.
