This is beginning to smell like #15253. See esp comment:22. `encodeVectorConst` has stuff like {{{ intHost $(hashQ "V16") <> encodeSingleConst t a <> encodeSingleConst t b <> etc }}} where `encodeSingleConst` is a giant `case`. So I think we may be over- doing case-of-case as in #15253.
