I would like to work on this issue if its still up for grabs. If yes, it seems the error message needs to changed to something like `Parse error: module header, import declaration or top-level declaration expected` and the suggestion needs to be removed. The error text is defined in `RnSource.hs` in the field `badImplicitSplice` and is displayed in case of an `ImplicitSplice` if I'm right.
