So I plugged away at this a bit today. I'm increasingly suspicious of 1c83fd814b12754be8af211a387cec906ca198b3 which touches a large amount of ELF linker logic. Unfortunately it's not terribly easy to revert.
I don't know if it is related to this bug but the patch you mention has introduced the [https://git.haskell.org/ghc.git/blob/1c83fd814b12754be8af211a387cec906ca198b... following line]: {{{#!hs oc->info->sectionHeaderStrtab = (char*)((uint8_t*)oc->image + oc->info->sectionHeader[oc->info->elfHeader->e_shstrndx].sh_offset); }}} which may be wrong when there are too many sections (splitSections...).
