It was added to the headers but never added to the internal symbol table. We don't load an RTS package when using the runtime linker, we just manually inject the list of symbols we expect to be there. This isn't a problem just for Windows, it effects all platforms using the runtime linker. It's just that Linux defaults to using the system loader. Ideally we'd need a way to keep these two lists in sync...
