As I mentioned in comment:2, `DeriveAnyClass` will never derive `Functor`, even when it is the only deriving extension enabled. So I would expect the presence of `DeriveAnyClass` to be irrelevant to any attempt to derive `Functor`, whatever other deriving extensions are enabled.
