I've hit a small snag trying to follow:

I expected top level primitive strings (things of type `Addr#`) to be
either `Lit (MachStr _)` or `Lit (MachStr _)`wrapped in any number of
allowed `Tick t _`.
Running the `T9583` after reverting
f5b275a239d2554c4da0b7621211642bf3b10650, revealed top level bindings of
the form:
