Specifically `foo :: Proxy (a :: k) -> ()` now gets quantified over `k` and `a` when being quoted. This could cause trouble for someone trying to quote and then splice, who suddenly needs `-XTypeInType` to succeed. The problem is that I don't know how to reliably (and uninvasively) tell the type vars from the kind vars.
