Currently the Typeable checks are in tcInstDecls1 in [source:compiler/typecheck/TcInstDcls.lhs]; but a more proper place would be in checkValidInstHead in [source:compiler/typecheck/TcValidity.lhs]. Why file a ticket and not just do it?
