I strongly reckon this has to do with my recent switch to the Windows Insider Fast-Ring builds: I'm currently on version 1703, build 15058. This seems to be independent of the GHC version, as I tried `stack setup` with different stack LTSs, which hit the same error when compiling some sanity checks. Currently I'm about to reverting back to Slow-Ring, but when the actual switch is to happen is only known to Bill Gates himself it seems.
