The first thing to do is to work out the ''specification''. The current spec is indeed the one at [wiki:Commentary/Compiler/UnusedImports]. If you are happy with the spec, but the code does not implement it, then produce a small test case (preferably not depending on a complicated library) that demonstrates the problem.
