There's a test InstallShield for Windows of GHC 5.01 now available at http://www.haskell.org/ghc/dist/5.00.2/ghc-5-01.exe There is no link to this from the web pages, as it's not intended for general consumption. This is a thrill-seekers' release (hence the moniker).
