So you support there being some easy way to get ghc and cabal-install together or no? (Heroku is a good example I guess)

If the only difference between the proposed platform-lite and the regular bindist is the inclusion of cabal-install, which will be separately downloadable anyway, then it doesn't seem worth the bother.
