I haven't tried, but I suspect that doing a darcs get --partial http://darcs.haskell.org/packages/readline/ and then * removing the build-depend on process in readline.cabal * running autoreconf * building with Cabal as described in http://www.haskell.org/haskellwiki/How_to_install_a_Cabal_package will work.
