No, syb-0.1.0.3/syb.cabal is UTF-8-encoded (conforming to the Cabal docs).

Try editing the author field to this:

author: Ralf Laemmel, Simon Peyton Jones

and rebuilding/installing.

If it's a ghc-pkg problem, that might work.
