Setting "-package-conf" via environment variable?

Hi, is there any way to provide GHC with a value for "-package-conf" via an environment variable? I'd like to tell it to use a local package config file in addition to it's own, but I'd like GHC to find that "automatically". The users of the installation system should not have to know about this. Any help is appreciated. Peter
