It seems that debian doesn't provide file `lapack.pc'. So pkg-config fails.
I believe most of the linux distributions do not have `lapack.pc', if you install certain implementation of lapack like the one provided by netlib.org, or the one with `ATLAS', or the one provided by intel mkl.
