In particular, imaginary nntp.haskell.org NNTP server wouldn't be required to mirror ANY part of USENET except for (imaginary also) haskell-related groups. In fact, NNTP is about the same as HTTP - but without all that Web20 mess. Of course, if you are an ISP, you would probably want to mirror USENET to make your users happy; but if you're not, you don't need it. And if it does, it's a pretty good reason to change ISP. Actually, it was a good reason for me, since I needed access to ddt.demos.su server, which seems to be one of the few, hosting fido7.ru.* newsgroups.
