No. Not the right thing for cabal the package system to do.
Huh? Having tool availability out in the open, as updateable packages, would be more flexible than the current built-in stuff in cabal the build system, and it would give the build-tools field something to point to (#227,#132), and it would make meta-packages with tools possible (like the haskell platform).
