[Haskell-cafe] Location of .cabal folder

Hi all, I'm trying to figure out how to determine the location of the .cabal folder. I'm trying to release the code powering the package dependency site[1] as a standalone library/application, but currently I've simply hardcoded the path to my 00-index.tar file.
