Yeah! It does sound a bit pointless. Hoogle should search everything by default, and then you can refine your search by clicking on the '+' or '-' on the packages that appear on the left menu.

+1 to this, I never even knew this functionality existed. Why not have a checkbox or something along these lines to enable the search in all packages? This wouldn't change the old behaviour by default and it would allow for a wider search. -- Mateusz K.
