b) if a restriction cannot be avoided, its impact should be made as small as possible (for instance, requests could be directed to a list that isn't subscribers only)

For hackage specifically, you can email admin@hackage.haskell.org to get assistance for stuff like taking over a package if the maintainer is unable/absent. Erik
