Haddock can't do it. The "Broken documentation on Hackage." thread explains it.
That's not a good reason, it is just a technical accident and an artifact of how the documentation is currently built. My point is: To build the documentation, we should probably not build the package itself, this seems to be the source of most problems. Doxygen doesn't generate *.o files, either AFAIK...
