For that proposal, there is also an informal github group for updating unmaintained packages, which anyone willing is welcome to join:
Say I would be willing to spend a few hours a month to fix some problems, but I'm not very experienced; I only use haskell for a few small programs at work, I'm not used to working collaboratively (but willing to learn) Would I still be able to be useful ?
