from what I recalled, 7.4.1 in debian contained a few patches (which are included in 7.4.2) that made GHCi work on armel, and probably since 7.4.0.20111219-4 ghci was enabled in the Debian package. But later, it turned out that it was broken in various ways (see https://ghc.haskell.org/trac/ghc/ticket/7794 and https://ghc.haskell.org/trac/ghc/ticket/8380), so Debian disabled GHCi on arm again in 7.6.3-3.
