Hi Emily,
Just in case you are a stack user, you can create a fork (or just modify it
locally), and specify your modified version in extra-deps
https://docs.haskellstack.org/en/stable/yaml_configuration/#extra-deps of
package.yaml - see examples in the doc, "location: <relative path>" can
also be specified if the package is only locally modified.

To whom it may concern,
I'd like to take over maintenance of the package `toml`. I have a burning need. I tried to contact Spiros a year ago, but no response has come. The last release was 2017, and it's safe to say the package is totally abandoned. My hackage user is topos.
