[Haskell-cafe] Intent to take over maintainership of cql and cql-io

As per the instructions here: https://wiki.haskell.org/Taking_over_a_package , I am publicly announcing my intent to assume maintainership of the `cql` and `cql-io` packages. There is a discourse thread here as well: https://discourse.haskell.org/t/taking-over-cql-and-cql-io/12397 I have attempted to contact both maintainers via email and on gitlab, without success. I have written necessary improvements to bring the library closer to production quality, and would like to be able to release them to the rest of the haskell ecosystem. Kyle
