I've just released the first version of fgl-arbitrary [1], which provides Arbitrary instances for fgl graphs for use with QuickCheck. Also provided are some wrapper newtypes to produce specific types of graphs, and also the ability to generate just valid node and edge lists for use with other graph-like data structures.
