Whilst in general I agree with you, people have complained previously about needing to subscribe to libraries@haskell.org for bug reports for boot libraries, or for needing to get a Trac login, etc. If, however, _no_ login is required, then the system is open to spamming :s

I'm sorry if this sounds to harsh; I'm not good at writing. I don't want to attack or blame anyone. I'm also sorry if this message is not appropriate, but I haven't found a better place.
