Could we use the Haskell wiki to draft a Unicode proposal? I know that traditionally this has been more formal committee work, but we could try. I've made a first page: http://www.haskell.org/wiki/wiki?UnicodeIssues There are limitations in this wiki, so it may be an idea to switch to a more featureful wiki.
