There really seems to have been a conscious change
over at MS regarding this, all downloads are now
offered via the 'MSDN download center', so I suggest
the link to the Windows Installer runtime is changed to:

for Win9x (Win95, Win98, WinME) systems, and

you're on the right track, your machine doesn't seem to have the installer runtime installed. The download page pointed to is the right one, but either someone's temporarily messed things up at MS, or the page is really being moved (and the KB and other MS docs will be similarly updated, which sounds kind of silly, but stranger things have happened..)
When pages & sites go AWOL all of a sudden, I normally turn to Google's cache for help - you can get at a copy of the missing page at

k/instmsi.htm+instmsi&hl=en
The binaries that this page points to, do seem to point the real goods.
