The libraries@haskell.org maintainer listing is pretty well entrenched, but
we could switch it to core-libraries-committee@haskell.org, which would
allow end users to raise issues without being subscribed to the list.

The first email introduces an infelicity in the libraries, but then the discussion says that this address (libraries@haskell.org) is listed as the maintainer of the libraries, and yet the mailing list cannot be written to by the general public. I tend to agree that this should be fixed.
