Are you saying that http-conduit is better, more popular, or both, than HTTP? According to http://packdeps.haskellers.com/reverse/http-conduit http://packdeps.haskellers.com/reverse/HTTP http-conduit has 33 reverse-deps to HTTP's 139, although these measurements are somewhat flawed as they don't take into account whether some of HTTP's rev-deps are old packages that have been abandoned, and all things being equal you'd expect HTTP to have more users as it's part of the HP.
