I think we should also say what "maintainer: libraries@haskell.org" means: how we decide which packages should use that as maintainer, who can do uploads of them, etc.
I think it means that interface changes have to go through the library submissions process. Currently releases of them are created as part of GHC releases, but I guess you want to change that for some of them at some point in the future.
