OK, I think there's broad agreement, except for the minor point of what value to use for unmaintained packages, and most people find it hard to care enough to settle that issue. So I'll just go with the above and clean up later if we ever come to a decision on that point.
Great. So I see you've published the policy on the hackage website: http://hackage.haskell.org/packages/upload.html So if we're going with "maintainer: none" then I guess we should disallow blank or unspecified maintainer on upload. Duncan
