I also agree that this is a topic of the greatest importance for the community. See my previous comments about building Debian packages. To organize our thoughts and comments, I've added a page to the wiki (which you can contribute to and alter by clicking "Edit page" at the bottom): http://haskell.org/hawiki/LibraryInfrastructure I'm starting to think that it needs to be broken up into more pages, but we'll see what you do with it.
