When I last asked Isaac it (well, the fate of the standard libraries in general rather than IO in particular) hadn't been decided, and I haven't heard anything since. I recently opened a haskell-prime ticket for this issue: http://hackage.haskell.org/trac/haskell-prime/ticket/118 It would be good to resolve this ASAP as a number of other issues are blocked on it.
