What to do with Ord1 (Down a) instance

I was looking at the list of highest priority issues, and I noticed that one of them is blocked for a long time: https://gitlab.haskell.org/ghc/ghc/-/merge_requests/2158 Is this something we can submit to new core-libraries-proposals repository ( https://github.com/haskell-core/core-libraries-proposals) to get more attention?
