Proposal: Add ioeGetLocation, ioeSetLocation to System/IO/Error.hs

This is a proposal to add ioeGetLocation and ioeSetLocation to System/IO/Error.hs. The functions are visible only to GHC and hugs; nhc is already missing some of this family of functions.
