so I think we'll have to merge in some code from SafeSemaphore as we cannot depend on that package. Why not? It's the same code, regardless of whether it is in base, cabal-install or SafeSemaphore. Looks like SafeSemaphore has almost the same module names too.

Sounds like a strong motivation to me to include SafeSemaphore in the Haskell platform? --Gershom
