Good point. I wanted a word which means "physical representation", and "format" seemed as good as any. The distinction between "protocol" and "format" is particularly important in ASN.1 land, where protocol (e.g. LDAP, Z39.50) and format (e.g. BER, XER etc) are completely independent.
