Someone really needs to sit down and work out a complete, consistent, and rational set of extensions, including not only your ExplicitForall but also e.g. if you are actually compiling Haskell98, hierarchical modules should be illegal. The reality is that some extensions are always on and others are haphazardly split from -fglasgow-exts.
