Many authors of small libraries have probably never thought of the license. So they should probably not be forced to list one, but it is a good option.
I disagree here; I think they need to be forced to pick a license. If they don't, the default is "All Rights Reserved" (which is very different from "unknown") until they come up with something. I think that this is how the law works, and so it's how Cabal works. I also don't think we should advertise libraries that users don't have any rights to :) peace, isaac
