I'd prefer more discussion about when to make new root names, when to wedge things into the existing hierarchy, and when to create new root names, under which to add projects ( e.g. DSEL).
The easiest thing to do is just use the package name as the root.
Putting modules close together in the hierarchy doesn't have any
significance in Haskell or (as far as I can tell) Cabal, so there's no
advantage to putting things in the existing structure.
