Sadly, the law disagrees. If no license is specified, the license *is* "All Rights Reserved". It doesn't matter what conventions we'd like to apply.
I think the point was, that there is no law which forces licenses to be specified in the Cabal file, and thus can be anywhere and need not be registered in the Cabal project file.
