Draft Libraries Document

I'm drafting up a document along the lines I mentioned in my previous message. For the time being, I'll keep the latest version here: http://www.haskell.org/~simonmar/libraries/libraries.html it's pretty minimal at the moment with only a few sections containing material. Suggestions and comments on what is there already are welcome. Cheers, Simon
