The problem is that executable files are installed to be only executable by user:

I haven't experienced this with any other installation procedures, only Cabal.
This is a problem with GHC's System.Directory.copyFile, which arises because getPermissions f1 >>= setPermissions f2 doesn't copy the full permissions on Unix. I've fixed copyFile. Cheers, Simon
